When was Palestine considered a country?
In 1988 the Palestine National Council meeting in Algiers proclaimed the establishment of the State of Palestine.
In November 1988, the PLO legislature, while in exile, declared the establishment of the "State of Palestine". In the month following, it was quickly recognised by many states, including Egypt and Jordan.
Prior to 1947, the area we now call Palestine was a British colony. Note above is says "other conquered territory". The British were able to strip this land from the Ottoman Empire. For a broad overview of how this happened, see the movie Lawrence of Arabia.
A dozen countries, including 10 members of the Arab League along with Malaysia and Yemen, immediately recognized the new state. The Soviet Union, the Eastern Bloc, and most of the Muslim world also joined in recognizing the State of Palestine.

While the State of Israel was established on 15 May 1948 and admitted to the United Nations, a Palestinian State was not established. The remaining territories of pre-1948 Palestine, the West Bank - including East Jerusalem- and Gaza Strip, were administered from 1948 till 1967 by Jordan and Egypt, respectively.
During the Iron Age, two related Israelite kingdoms, Israel and Judah, controlled much of Palestine, while the Philistines occupied its southern coast. The Assyrians conquered the region in the 8th century BCE, then the Babylonians in c. 601 BCE, followed by the Persians who conquered the Babylonian Empire in 539 BCE.
The borders of the British Mandate of Palestine bore no resemblance to the Roman province and instead incorporated all of Jordan, Israel, Gaza and the West Bank. The term was so sparsely used that in 1937 a Nablus born proto-Palestinian leader declared: There is no such country as Palestine!
While some argue that many in the British government at the time were Zionists themselves, others say the declaration was issued out of an anti-Semitic reasoning, that giving Palestine to the Jews would be a solution to the “Jewish problem”.

Why does the US not recognize Palestine?
The US has expressed concerns about the political stability of the region and has been reluctant to recognise a Palestinian state until there is a unified Palestinian government.
Following the Oslo I Accord in 1993, the Palestinian Authority and Israel conditionally recognized each other's right to govern specific areas of the country. This boosted Israel's legal authority and legitimacy on the international stage.

Palestine or Philistia in this context, and throughout the whole Old Testament, is a region composed of only a fraction of all the land of Canaan or Israel. Philistia as a whole was not much bigger than the Dead Sea. So for Joel, “Palestine” does not refer to the entire Promised Land, but only a tiny portion of it.
The region is part of the so-called fertile crescent and human habitation there can be traced back to before 10, 000 BCE. The lands were originally inhabited by nomadic hunter-gatherers who most likely immigrated from Mesopotamia but became sedentary agriculturalists by the Early Bronze Age (c. 3300-c. 2000 BCE).
Over half of the Palestinian Arab population fled or were expelled. Jordan and Egypt controlled the rest of the territory assigned by resolution 181 to the Arab State. In the 1967 war, Israel occupied these territories (Gaza Strip and the West Bank) including East Jerusalem, which was subsequently annexed by Israel.

During the Crisis of the Third Century, economic disruption and high taxation due to civil wars in the Roman Empire caused many Jews to migrate from the Land of Israel to Babylon under the more tolerant Persian Sassanid Empire, where an autonomous Jewish community existed in the area of Babylon.
On May 14, 1948, David Ben-Gurion, the head of the Jewish Agency, proclaimed the establishment of the State of Israel. U.S. President Harry S. Truman recognized the new nation on the same day.
Other historical names for the region include Canaan, the Promised Land, the Land of Israel, or the Holy Land. The first written records referring to Palestine emerged in the 12th-century BCE Twentieth Dynasty of Egypt, which used the term Peleset for a neighboring people or land.
Why was Palestine created?
In the aftermath of World War I, the League of Nations granted Britain a mandate to administer Palestine. The British Mandate aimed to establish a "national home for the Jewish people" while also protecting the rights of the Arab majority.
Palestinian territory – encompassing the Gaza Strip and West Bank, including East Jerusalem – has been occupied by Israel since 1967.

The State of Palestine has been accepted as an observer state of the United Nations General Assembly in November 2012. As of 2 June 2023, 139 of the 193 United Nations (UN) member states have recognized the State of Palestine. In contrast Israel is recognized by 165.
